As the Democratic Republic of Congo (DRC) gears up for the December elections, there are increasing fears that the nation could plunge into a cycle of violence and national crisis. These ominous predictions have been raised in a report by the International Crisis Group (ICG), asserting the potential for a turbulent electoral process to impede the DRC’s advancement towards democratic consolidation and economic stability.
The anticipated electoral unrest contrasts with the previous peaceful transition of power in the 2018 elections, when President FĂ©lix Tshisekedi assumed office. Nevertheless, the ICG’s report, published on the 30th of October, points out the deteriorating security situation in various regions and notes the failure of the mineral boom to elevate living standards for ordinary citizens. President Tshisekedi has been able to fortify his standing, however, by allying with potent political figures within his coalition.
Various challenges threaten a seamless execution of the forthcoming elections, including escalating political friction, logistical impediments, and issues regarding transparency with the National Independent Electoral Commission (CENI). Moreover, the threat posed by ongoing skirmishes between government troops and insurgents in North Kivu and the prevailing insecurity in other parts of the country adds to concerns.
In addition to these concerns, there have been disconcerting developments of late, such as the imposition of martial law in two eastern provinces, the crackdown on protests, and the apprehension of potential violations by security forces during the campaigning period. The ICG report does not shy away from highlighting the danger of potential confrontations between political party supporters, a rise in attacks by armed factions, and the likelihood of violent disputes at polling stations.
Across the country, there is fear that a poorly managed election, marred by violence and exclusion of many citizens from the democratic process, could plunge the nation back into chaos. The ICG’s analysis portrays a country on a knife-edge, with the real potential for conflict unless the right preventative measures are put in place.
The report calls for concerted international intervention. It urges the global community, particularly influential African powers in Kinshasa and Western actors, to inspire the DRC’s government and the opposition to find common ground on contentious issues. This is needed to pre-empt potential disputes over the electoral outcome, which could lead to severe unrest.
To ensure the smooth and democratic transition of power, the international community must be prepared to mediate and facilitate dialogue between the concerned parties. It is vital that all stakeholders respect the democratic process, guaranteeing a free, fair, and peaceful election.
